FEDERAL FINANCIAL INTEGRITY & CONSUMER PROTECTION COMMISSION

REGULATORY COMPLIANCE DIRECTIVE: SECTION 402-B

Mandatory Human Verification Standards for Algorithmic & AI-Driven Financial Transactions

ISSUED TO: All Financial Institutions, Payment Processors, Verification Officers, and Third-Party Administrative Agents

1. STATUTORY PURPOSE & FOUNDATIONAL SCOPE

This directive establishes baseline consumer protection protocols regarding the operational limits of Artificial Intelligence (AI), automated decisioning tools, and algorithmic systems during financial adjustments, refund settlements, and wire transfers.

Due to the documented incidence of system hallucinations, logic failures, and processing anomalies in automated financial architecture, no transaction initiated, calculated, or flagged by an AI or automated process shall hold legal force without explicit, recorded human intervention.

2. MANDATORY HUMAN OVERSIGHT AND REVIEW

  • (a) Mandatory Manual Audit: Every proposed refund, account debit, or outgoing ledger adjustment generated or assisted by automated tools must undergo manual, independent review by a qualified natural person prior to final ledger settlement.

    • (b) Prohibition of Direct Algorithmic Execution: Automated agents are strictly barred from executing unverified debit or credit transfers directly against consumer accounts without a verified human sign-off.

    3. INDIVIDUAL ACCOUNTABILITY AND IDENTIFICATION REQUIREMENTS

    • (a) Named Responsible Officer: Prior to initiating or authorizing any financial transfer, the operational entity must disclose the full legal name, employee identification number, and official corporate title of the individual human officer assuming legal responsibility for the transaction.

    • (b) Liability Verification: Transactions processed under anonymous, generic call center aliases, or unidentifiable desk handles are non-compliant and strictly prohibited under federal consumer safety standards.

    4. ENFORCEMENT & NON-COMPLIANCE CLAUSE

Any transaction processed in violation of these guidelines—specifically those relying on unverified automated tools or failing to disclose the legally accountable human authorization officer—shall be deemed procedural fraud. Consumers retain the absolute right to halt, deny, or contest any transaction failing to present these mandatory verification disclosures.
